Reduces the PP of the target's last-used move by an amount based on this attribute instance's reduction.
Parameters

  Pokemon that used the attack
- target: default
  Pokemon targeted by the attack

  Move being used

Determines whether the Move's effects are valid to apply

getMoveChance(user, target, move, selfEffect?): number
Gets the used move's additional effect chance. If user's ability has MoveEffectChanceMultiplierAbAttr or IgnoreMoveEffectsAbAttr modifies the base chance.

- Optional selfEffect: Boolean
  Boolean if move targets user.
