* [Balance] End of turn triggers won't occur when you end a biome

* Add tests

* Move phase manipulation logic into `PhaseManager`

* Rename "biome end" to "interlude"

* Rename `TurnEndPhase#endOfBiome` to `upcomingInterlude`
